John gives a big thank you to all those that spoke on my behalf at today's hearing. I am going to need grassy knoll insurance at this rate. It was awesome. An entire pack of gadfly's validating a policy position and preventing them from marginalizing a single citizen's concerns and what actually took place. Thanks. Hopefully they can Cascadia Group and save $300,000. Joe could spin a wheel and come in third.

Just as I suspected. Clallam County elected officials are using foreign and tribal organizations to skirt the pesky laws, rules, and regulations that are in place to hold them accountable to their constituents. Corruption is running deep in Clallam County. Any time a politician says “I don’t recall” they are lying or saying so because they are confident of their cover. CC Watchdog is throwing off the covers.

This all reminds me of the little town of Bell, California, where the town mayor’s salary was twice that of the President of the United States, until someone started paying attention to city council meetings and put a stop to it. Thanks to Jeff Tozzer, John Worthington, Vicki Colburn, and other concerned citizens who not only look out for the interests of Clallam County residents, but make a difference. Many of us, who don’t have the energy or intellect to do the digging, thank you.

Wow, I had forgotten this, Sally: The Bell scandal involved the misappropriation of public funds in Bell, California, United States, over a period of several years in the late 2000s. In July 2010, the Los Angeles Times published an investigative article on possible malfeasance in the neighboring city of Maywood, revealing that the city officials of Bell received salaries that were reported as the highest in the nation.[1] Subsequent investigations found atypically high property tax rates, allegations of voter fraud in municipal elections and other irregularities which heightened the ensuing scandal.[2] These and other reports led to widespread criticism and a demand for city officials to resign.

I raised a fuss about Cascadia from the start. I did a really good breakdown of the ICLEI connection to Cascadia and why the software would never work at a public hearing, when I challenged the Cascadia payment as an agenda item.

Mike was all about the ICLEI when he was Port Angeles City Councilmember. Ozais has always wanted it. My guess is they did not want to trigger the Republican's again so they contracted out to the next best alternative.

Mark wanted to redo the Comprehensive plan with Cascadia all along, so they could use the amended comprehensive plan as cause to support the Dungeness takeover. Nothing better than another "open spaces" plan to justify policy that is immune where a tribe has a casino.

It applies to Ozias for not speaking up at the meeting, now for obvious reasons.

It applies to the County via direction from the Commissioners in an attempt let NGO's dictate the policy they don't have the stones to say themselves and answer to the voters of Clallam County.

I attended that meeting, and encourage everyone who reads CCW to do as well. When John asked that question I was amazed at how well it was played off, and frankly being new to all this, thought to myself John was just barking up a tree.

When the workings of the County are like a massive circumstantial evidence investigation, that is not easily seen or understood otherwise because of course the media isn't capable of it, I thank Jeff for assembling the actions in a way that makes it understandable.

Great reporting. Digs up a perfect example of waste, fraud and abuse in our local government on multiple levels. Should be picked up by other local news sources....but saddely they are so tainted that they likely will not. It's up to We the People to spread the word.

That's around 18% of 78,000 residents to get a recall on the ballot...we definitely need 2 recalls! I'm not a great organizer but I will certainly get petitions signed when we get this going! So many competing distractions but I believe anything is possible.

My rather harsh assessment of 'Nozias' has turned out to be accurate and my suspicion of 'Frenchie' is bearing fruit...bring them down! Truth, Justice, Liberty🤓

When an elected official has committed such irresponsible behaviors why haven’t we impeached /recall him? I do not think that we can go until his next election with the unfettered actions of this administration. This is our country too.

John Worthington tried to recall part of the Port Angeles City Council. Many of us watched the city leaders snicker as the judge (a former PA city councilwoman) ruled in their favor and stuck John with tens of thousands in legal bills. That sent a message that recalls can be risky for the person initiating a recall.

Hi Jeff. I'm going to push back a bit here in an effort to drive clarity and distinction, but then I don't know how John's action was initiated.

The RCW basically says it's up to the voters to initiate a recall via the signatures of 25% of the legal voters. In John's case I'm assuming his was an action in a court setting. If I'm right, I don't think that using the RCW process comes with financial risk, but then I might be wrong.

Whenever any legal voter of the state or of any political subdivision thereof, either individually or on behalf of an organization, desires to demand the recall and discharge of any elective public officer of the state or of such political subdivision, as the case may be..

My argument is the word "or" acts disjunctively and allows "any legal voter" to recall

"any elective public officer of the state." The court never attempted to decide the specific legal argument.

RCW 29A.56.120 says "any person"

Petition—Where filed.

"Any person" making a charge shall file it with the elections officer whose duty it is to receive and file a declaration of candidacy for the office concerning the incumbent of which the recall is to be demanded. The word "any constituent" or "any person from the electorate" is how they wanted it interpreted but the initiation statute says "any person."

What they want to do is limit the discovery of recallable offenses to the "electorate" or constituent. That would not only require someone out of the political subdivision to coach somebody in the "electorate' of the recallable offense , it would remove it from personal knowledge standard that is required to hearsay. It would also require statutory and constitutional amendments, because neither the statute nor the Constitution has that "electorate" or "constituent" language. Furthermore, the Supreme Court has ruled the statute and Constitution is to be interpreted in favor of the voter.

The home town cooking inserted the electorate provision using 1913 session law that had been repealed 2 times since then and a court of appeals case that did not have purview over recall appeals. (RCW 29A.56.270 Enforcement provisions—Mandamus—Appellate review. The superior court of the county in which the officer subject to recall resides has original jurisdiction to compel the performance of any act required of any public officer or to prevent the

performance by any such officer of any act in relation to the recall

not in compliance with law. The supreme court has like original jurisdiction in relation to state officers and revisory jurisdiction over the decisions of the

superior courts. Any proceeding to compel or prevent the performance

of any such act shall be begun within ten days from the time the cause

of complaint arises, and shall be considered an emergency matter of

public concern and take precedence over other cases, and be speedily

heard and determined. Appellate review of a decision of any superior

court shall be begun and perfected within fifteen days after its

decision in a recall election case and shall be considered an

emergency matter of public concern by the supreme court,

My case will lose 6-3 if not 7-2, because we have pronounced liberal judges that have stripped us of all separation of powers here in Washington.

John. I'm reading the words "charges" wrt to the RCW you cited, and "recall petition" with the RCW I cited.

I'm in no way an expert here, but it feels to me like there are two processes to recall someone, and each is notably different. In yours "charges" needed to be "sufficient" to prevail and a judge to agree. In the other orocess there are no "charges", rather a sufficient number of registered voters who only need to sign a petition in order to move it to a ballot. In your example I'm thinking a judge has the authority to remove an official based on sufficient charges.

Not to argue the merits of your case, I'm just trying to understand if your situation is different from a recall petition of 25% of the registered voters.

The process has four parts. Recall Initiation. Immediate judicial review. Ballot signature gathering, mail ballots to the constituency.

They want the last process to be the way it works for the entire recall part, even though the statute says any legal voter or any person. The last part of the recall statute, which is after there are enough signatures gathered and the 25 percent is met, is when the auditor sends out the ballot to constituents. I would not have gotten a ballot.

The statute is fine as is. You want a broad recallable offense net. You want someone in Spokane to be able watch an elected public official from Clallam County or anywhere else commit recallable offenses and then report them via recall.

The governments obviously don't. I smell legislation from the bench. They are going to rule I should have known I could not seek recall even though the recall initiation language says any "legal voter" or "any person."

I have only beaten government four times out of 20. (Only once in Washington court in Worthington v. WSLCB, (Once in federal court WORTHINGTON v. PANETTA), (Worthington v. WASHINGTON STATE MILITARY DEPARTMENT, Worthington v. WSDA, and Worthington v. WSLCB were settled out of court.)

Exactly the dilemma! 'They' have been infiltrating and subverting local and national gov'ts for DECADES and even those of us who naturally and intuitively mistrust gov't have a hard time realizing the scope of the deceit and corruption...our constitution allows that we may have to 'thrown them off' as they certainly aren't going to repent and change course...ever...no matter how much truth and light are cast on them...it's just a matter of critical mass though and I have no idea where we are in that 'count-up'.

Recall actions are expensive, time consuming, and resource intensive. NGO's and other organizations like ICLEI are well funded and are able to push their agendas on society because the rest of us are either already working a 40 hr/wk job, or retired and don't have the energy to fight them.

I truly believe that society has yet to appreciate the power and undertow that is going on with these organizations to dictate how we'll live, and it'll be too late unless us commoners learn to organize. We can appreciate CCW all day long, pump our fists in the air from our recliners, but there's no organization to a front that can pull off a recall effort, in my ever so humble opinion.

That's not to say that maybe in 3 years we can vote someone else in, but I don't see a recall happening for those reasons. If you'd like to initiate something, who knows, maybe it's possible. Hope that makes sense.

Thanks John & Jeff, like dogs with their bones……exposing Mark and Mike for the public to see how they work against the taxpayers who pay them to watch out for our tax dollars! Can they be trusted, NO. This relationship with the County Commissioners is like a constant tug of war of lies, deceit and mismanagement & the tax-payers are coming out on the short end of the rope every time………not how it is suppose to work! The problem is what can be done about all of it, how can our County government get fixed without a recall? In the meantime it may be advantageous to use our 3 minutes every week to vocally expose and question the points John and Jeff bring up week after week………I know it’s a tremendous amount of work & effort to keep up with all the corruption but Commissioners French and Ozias need to be called on the carpet publically and not be allowed to sweep it under as they have been enabled to do all along without question or justification for their actions. It’s such a shame our elected officials work so hard against us the tax payers at every turn. Our county would be in much better shape if concentration was on our County issues and less about the Jamestown issues & continually securing their sovereign nation needs.

They are merely puppets of N.W.Orderists. Whether they are conscious of it or not.

Klaus Schwab, Tedros, Gates, Rockefellers, Rothschilds, etc. are calling the shots behind the scenes and our paid for and compromised politicians are obeying their masters...the god of this world is not a loving god but a vengeful and punishing god...(small 'g' god intentional)...research U.N. Agenda 21, et al., ICLEI, NODC, Mark Ozias...you have to go up and down the ladder to make the connections but they are definitely there, (or were, if not censored/redacted). They say that waking up is hard to do, but when you do, you'll know that it's true...keep ringing the bells and singing for Truth, Liberty, Justice, Peace and Goodness!

Wow! What a report, Jeff! Thank you for being dedicated to our community and fighting the good fight with professional journalism. During the budget meeting, I was confused, too, because I remembered hearing about Cascadia Consulting Group. I am so relieved that John persisted and caught them by surprise. Some officials remembered and remained silent, others were unaware, and others were stunned someone had the gall to question their motives. I truly hope that Jeff and others get elected on Tuesday. We need you!!

Do WE Need a Seeing Eye Dog?

When I stumbled on CC Watchdog (yes, stumbled) I found myself reading just one of the articles, then I joined and tenderly started placing 'likes'. Then I boldly went were I have never gone before and made comments. My 'Replys' were more about asking for explanations. I realized maybe I should go back to the first chapter of Jeff's "book" before becoming known as the student who is constantly raising their hand in class. Being politically challenged, I slowly read each chapter not understanding more than I like to admit. Each chapter made me feel as if I was a cow patiently chewing my cud, only to swallow, regurgitate and re-chew again.

I wanted to be involved but to be honest, I didn't want to attend meetings, write letters, picket nor talk in public. I was guilty of not doing my civic duty. I wanted to contribute from the safety of my chair using the computer as my avatar.

Bless my soul, that only worked until I knew it wasn't working. What else could I do? Why not raise funds to place Watchdog chapters in the local news media? (This is where the Seeing Eye Dog comes in) People needed to be guided to Watchdog and not just stumble on it like me. But the local news media ain't free. As Ringo Starr said, "Got to pay your dues if you wanna sing the blues"....so how to raise those dues? The clouds parted, and there it stood -NPR! The mother of fundraising and its magical "matching funds". I felt humbled.

Using their successful business model, I'm going to dip my toe to test the waters of sponsorship. I need to know how warm the waters are before I take my sock off. Also, in no way is this sponsorship related to, nor funding for Jeff Tozzer's campaign.

I personally am matching funds up to $500. Presently I haven't ironed out the details but through the "like" button I'll get a good idea whether to pursue or not. RULES: If you are willing to make a pledge of any dollars amount, hit the "like" button. If you are not interested LEAVE Mr "like" ALONE.

I really appreciate your story and how it is difficult to get and stay active on an ongoing basis, especially when you/we are the underdog...I know from personal experience that PDN will publish nothing that goes against the mainstream narrative...not sure about The Gazette or the radio station but I would be willing to contribute $100 if we can get a realistic plan together...it's really difficult to get momentum built when the issue is so obscure to most (until it's too late... and then too obvious) but I want to believe...🥸

I just quoted (or misquoted) the famous phrase from the movie Field of Dreams. I'm not sure how useful or practical it is to plant a seed of hope, but I'm trying. Sorry if I misled you on the practical side of sponsorship. I first wanted to see if anyone was interested before I did all the work and research of setting it up, that's why there were no details. A company that is a perfection stereotype for woke-ism, DEI, and the strident goal of creating minority causes to triumph. Darker skin color, sexual deviancy and obesity are not obviously present in the stated qualifications, but hey we've got most of the DEI qualifications covered and it could get even better. "small, disadvantaged, women-owned" is all that is needed to give them taxpayer money. We'll figure out what they do for the money later. It's such a feel good investment. Improved means of handling our waste and sustainability could be a wise investment. It is important for us to learn why and how climate change happened prior to human influence before we prematurely throw money at ineffectual solutions.

Yes, when PROFIT is The motive then that makes sense...but if profit is the highest good then what governs the reason for it? To only focus on Profit is to subjugate morals and ethics which are higher guiding principles which can Expand our Potential as Human Beings. I am very cynical about Profit Motive And Unrestrained Capitalism as I am about socialism/communism, etc. Without Higher Guiding Principles 'We' are collectively a 'Hot Mess'. So how do we want to live/experience the physical reality? You are trusting that humans will do the 'right thing'...'better for the higher good' without guiding principles provided by the accumulation of knowledge and wisdom which are in short supply as it takes 'time' to gain that knowledge and wisdom (in this realm/reality)(there are definitely Others). If the Non-profit motive would be applied here, locally, there is No reason we could not reduce, reuse and recycle locally...(we pay a lot to export our trash to somewhere else which is No-where) a lot of non-profits have very generous salaries but require no profit motive. Let's imagine a reality where Thriving and Enjoying Life is not dependent on physical wealth and Government control but on co-operation and higher value morals and ethics...in short; not (forced) communism but COMMUNITY!

In the real world when elected officials make falsifying statements and are caught they should be held accountable so they do not make a career of doing so.When officials are sworn into office what do they promise to do?And why would county elected try to keep cascadia consulting undercover when others know who they are and are on the county's payroll,seems to be very foolish mistake that could lead to a possible impeachment that would open the door for a more honest person like john worthington.

We certainly would be held accountable, as we are 'the little people' (minions) who are to do as we are told and shut up or suffer the consequences...how many of us grew up under these conditions?
