And it did: it left DOE, and it went to the floodplain restoration. She did not find any language requiring a road, only that it "meet the community's needs." Strangely, she only audited $7M of the $20M, and I don't know why. If we have questions, I wouldn't hesitate to contact the SAO again... she was prompt and patient.
