It is important to round up all the grants in that area to pin down who is "not me" and who is me (defendant), and to determine what the proper relief is APA (Administrative procedure act) or declaratory and injunctive relief. I have done both. You need to find a federal question to escalate to the U.S .District Court, District of Columbia Court of Appeals then Supreme Court. The state courts system will side with the county and tribes. They are part of the Democrat's machinery. I would challenge the EPA grant, because that is all DC Circuit. I can help someone do it pro se. Any lawyer will be targeted by the WSBA which is also part of the democrat's machinery. I think they are setting the stage to flood people out so they don't have to buy out expensive properties. Its a dastardly public policy. Very Maui like.

Yes, the project is funny. Its says they built the 1964 levee to stop flooding? then took it down and called an emergency. It seems real fishy.
