There is a big difference between taking lands back and taking over an economy. Joining the United Nations broke the treaty. Tribes cant make agreements with foreign Nations. The Cherokee Nation v. the State of Georgia, 30 U.S. 1 (1831).

By continuing to take money from the federal government and then creating an illegal foreign agreement, the tribes broke the 1855 Point No Point treaty.

Consider that in 2009 Tribal members did not even have to work. They were already being paid enough to live on and some. Now its even more ridiculous to claim a broken relationship. That claim now goes the other way. They wanted more than just land they want revenge.

The start of this show is not the fault of local citizens. When the territory and Governor Stevens made the treaty the enforcement and following tribal relations was taken over by the federal government after the Walla Walla Constitution was re-written. https://www.historylink.org/File/7648 Under the new Washington Corporate constitution , the U.S. Constitution, and Congress was given authority under the Commerce clause to regulate tribal affairs. Taxpayers are essentially paying for the BIA to manage tribal affairs through a trust fund created by taxpayers. I already knew from past experience in helping tribes that the BIA, and the federal government were derelict in their duty to properly take care of the tribes.

In 2009, the tribes made a $3.4 billion settlement with the federal government. After that settlement, the statement by federal official was “With the settlement now final, we can put years of discord behind us and start a new chapter in our nation-to-nation relationship,” https://www.doi.gov/sites/default/files/documents/2024-04/110804-amended-final-judgment.pdf

Whether or not the Jamestown tribe or any other S' Klallam Tribe were compensated remains a mystery. 42 tribes were awarded that 3.4 billion. A total of 95 tribes were paid off. Ironically, that same year the NODC and SERN was created, under the premise that there was still a "broken relationship." To the S'Klallams the discord obviously remained.

The problem for me is that the tribe chose to join an international world governing body to deal with that discord, rather than proceed again against the federal government. The federal government had the responsibility and obligation not Clallam County citizens. Jefferson County, Clallam County, Port Angeles, Sequim, and State of Washington engaged in the international ICLEI "action plan" to create a "compensation mechanism" for the tribes at the expense of the local community.. It is clear from the available data that the S'Klallams did benefit to the tune of millions. Before NODC and SERN, the tribes were making around $150,000- $200,000 a year in profit. Now the Jamestown Tribe makes a 13 million dollar a year profit. The Lower Elwha around 4 million. Clallam County has flat lined since then.

To go after local citizens for "compensation" under ICLEI "action plans" was the worst thing the tribes could do. I believe their actions broke the treaty for good. They made a conscious decision to re-negotiate a treaty, while the local tax payer still paid for the BIA to manage the tribes affairs and trust fund. This is double dipping and agreeing to "build and serve' a world governing body was against the law. If I had any federal authority, I would be arresting over a thousand ICLEI Charter members to heal my broken relationship.

You can't sue because the courts have said you can use a trail of paper clips to divert the flow and no harm will be done. There is also EMF clothing that are more functional than paper clips.

Historical laws, treaties, promises made and broken...all of these are covered by my overly simplistic, but arguably accurate and morally legitimate view.

To wit: What my great-great-great grand pappy may have done to your great-great-great grand pappy is not my debt to settle. Nor, is it your debt to collect.

Further, as a country of immigrants - the vast majority of modern day non-tribal members don't even have a blood connection to those who were here back in the day. My relatives didn't arrive here until the early 1900's. And, many tribal members can count in their ancestry white men who they accuse of past wrong doings. So, ironically - many tribal members actually benefit from the claimed wrong doings of their own relatives.

There is nothing fair about the above. Countless individuals have overcome unfair treatment, both in their own lifetimes as well as those of their relatives. Any of us can celebrate and appreciate heritage, be it ours or others without using it as a tool to unfairly gain advantages in society.

Speaking of broken promises, the Lower Elwha tribe still has not built its hotel in downtown Port Angeles — more than five years later. Enough stonewalling. If they have given up or if they are facing hurdles, the tribe should tell the public about why there’s an block-long open scar in the downtown instead of a hotel.

Credibility zero. They just paid the Lower Elwha top dollar for property underwater on the NOAA map in a land exchange..

They wrote in 2000 that Peabody and Valley Creek were salmon habitat. I am pretty sure they will gut PA and restore those creeks to "natural."

The NOAA map is so inconsistent it makes me want to puke. Technically they are off the hook because the 10ft rise wont reach the old Dale Rolfs property. Starting on page 56 -158 are accounting documents of "Sundry Clallam Indians" mostly the bookkeeping of the 4 percent minors interest. Then on pages 202 -238 is a complete copy of the 1926 Clallam Base Roll. Ask any questions in the comments.

Looking at the 1926 Clallam Base Roll in the remarks shows how many with undisputed Clallam blood, however not recognized by committee. This must be the 700 with a claim that

is mentioned in the Bruce/Sen. Homer letter you cited. It raises a question for me , how can an Indian who settled have rights over Indians who have merit to a claim????? I also see blood quantum math that is clearly wrong, this may be part of the rushed process. That is where the BIA exposes itself and the broken recognition process, so wrong to be allowed as SOP for 100 years.

It does not matter what our color, race, or gender is, because just one injustice tolerated is a forever plague upon humanity... Thank you, Jeff Tozzer for putting things into such a reasonable and rational perspective by disclosing some of your families struggles in this beautiful community and for being a fine example to those who would continue to rob this community just to line their pockets with money and power from & over those who owe them nothing~! We here today are only responsible for what we have done and at some point, ALL Americans and folks all over the world will need to stop complaining about the endless previous injustices that their ancestors suffered because there will never be an end to that. Many of us are working hard to usher in a new America and world where the Constitutional guaranty of freedom of the Sovereign Individual is the "new norm" to always be respected by all in society and especially the governmental entities everywhere~! No one alive has ancestry who was not at one time taken advantage of and enslaved and only a fool would claim themselves to be "free" today, as is readily observable by a short review of current events. Those of us who can see through all of the current deceptions and lies that flood our society like the infamous "Great Flood" of historic record, can also see the current - new - federal US administration is not only revealing the old "government injustice machine" every day but also preparing to return some of the stolen monies to Americans and greatly reduce the government created burdens upon all Americans~! I can completely understand those who are doubtful that the new federal government will really be any different than the abysmal government of criminals that has plagued Americas over the past 200+ years, and those who have allowed themselves to be blinded by their own hate have only themselves to blame, but the vast majority of Americans have sent the undeniable message that they will no longer accept or tolerate those who abuse Americans in and outside of the government~! If this mass movement of the vast majority of Americans who are now demanding Individual freedom for ALL Americans is not honored, it will now be "taken" by any means necessary and those who have other agendas will be facing the severest possible repercussions~! If you are alive today there is an excellent probability that the injustices that you have suffered, to at least some degree, will be compensated. Otherwise "we" will all have to let go of the "hard feelings" we may have regarding all manner of injustices in the old world that has now died and has been replaced by the new common law America that everyone is currently transitioning into (like it or not). Resist your own freedom at your own personal risk and get into the way of the vast majority of Americans who now demand this long overdue transition to a Constitutional America, and you will face the wrath of humanity~! Even most of the vast majority of Americans who should be VERY proud of their stance against abuses from in & outside of the old government matrix, will be shocked to their very core as this current river of truths turns into a massive torrent of reveals that have long been kept secret by those who always seek to oppress and feed upon humanity... So, I just hope and pray that folks can be patient and understanding that all great periods of history take time, because this is in fact THE greatest transition that humanity has ever undergone~! Women in 1926 were still not treated fairly.....despite the 19th amendment in 1920. Those in power wanted more of the pie for themselves....just like todays politicians. Their payment of

$722 in 1926 would have been equivalent to $315.605 in 2025 even without investing it.

Most people have suffered loses throughout their lives, sometime by choices made , sometime not, that's life. No guarantees. I empathize. Tribes are just typical of people expecting reparations for a past situation that no longer exists, or actually may exist in reverse. Have we become a 'nation' reliant on government hand outs rather than ourselves?

I believe the absurdity of using one's ancestry to determine their value to society or their entitlement to society's charity must end. There are many lives with marginal opportunity that are not compensated for their lacking circumstances. I am more than pleased with the Jamestown Tribal success and their contribution to the area. I do not see trying to convince someone that they need special help to survive as supportive. There are many success stories that rose from poverty. There are also many stories of people born of privilege who struggled. Who is to be the arbiter to determine those stories need interference and change. I am giving you gaming rights because without them you will perish. I am giving you money, tax exclusion and separate from all other citizen harvesting rights because you will not otherwise survive. Last; you get free access to all forms of infrastructure provide by others. I am not seeing fairness or respect in this dual citizenship / us and them living.

Whenever a free program is setup for freebies 'new houses-monthly income-medical-dental-education ect ect ect will never be enough for the takers so more taxpayer $$$ will be needed so just tax the drone workers more so the needy can continue to survive by relying on old faithful uncle sam.Maybe 'Doge' can help out in this dept.

Unfortunately governments of, by and for man do not have a reputation or history of treating people well...unless there's something in it for the governing entities...human or otherwise.

We are now the victims of corrupt governance this country was founded to escape from.

The biggest difference is that now there is no place to flee (from or to).

And the population of the planet is larger than ever has been known about.

Less available space...exponentials of people...loss of moral guidance...sociopaths governing...what could possibly go wrong?

Per the 'human or otherwise'...see Paul Wallis and The 5th Kind on YouTube for a natural history of the world, documented by the most ancient scripts translated so far...the Sumerian/Annunaki and the cuneiform texts and the correlations to all storylines from around the world.

There is a pattern of ancient pyramidal structures around the world...supposedly built by slaves with sticks, stones, copper/bronze tools, ropes, etc. Massive structures built with ignorant peasants? Something doesn't add up.

If you read the story of Enlil and Enki, two half-brothers (of some considerable technology and power) having a tug-of-war over humanity and parsing out territories as they saw fit...it just puts things into perspective...things as they have been for tens of thousands of years. If we-the-people have ANY power at all it's going to take a miracle for us to realize it, focus it and use it in the highest and best way possible.

All things ARE possible...no matter how unlikely or improbable.

If there are any real 'whitehats' it's going to take some kind of 'higher power' to sort this out in a humane manner. The best we seem to be able to do is 'black-hats' and 'gray-hats' with very uncertain outcomes.

Yet here we are, along with the rest of the world...struggling to live decent moral lives while fear, chaos and control run rampant.

Same old story, same old song and dance!

'Love our Creator with all our hearts, minds and souls...and love our neighbors as ourselves.'

Apparently too high a bar for us at this time. TRUTH, JUSTICE, LIBERTY, TOUGH LOVE!😊

I've made a lot of sacrifices.

First, I cancelled all my upcoming hair appointments. Forever. Then, just when I was going to begin an intense workout regimen at the gym to get my body in top condition, I decided not to. I've had to invest in a protective keyboard cover, to keep the Cheeto dust off my laptop. But it is the cross I bear.

You aren't lazy, you likely are doing things like raising kids and contributing to our tax base which is being spent faster than you can give to it.

Joking aside, I'm glad another SHS grad stuck around and knows our County is worth fighting for :)

Just how much more compensation do 250 members of the Jamestown Tribe deserve? Jamestown received $8.56 million in COVID Relief in 2021. (A total of $52 BILLION "COVID Relief" dollars was given to all tribes in 2021.) Does not the hundreds of millions they receive in special grants and non- bid contracts satisfy a tribe of just 250? Does not the exorbitant encounter fees of $718 per encounter per patient (with 5 encounters per patient per day allowed), which is above and beyond any compensation given to any other provider of opioid addiction, count? How much do we as taxpayers "owe" this very, very successful (by any measure) Tribe? I think we should be done giving, giving, giving to this Sovereign entity that uses tax paid services but doesn't contribute to them. What exactly does the Tribe really provide to this community other than fancy Christmas lights?
